Dept Marketing Statement
Under the general direction of the Director of Emergency Management in the Office of Emergency Services (OES), the Deputy Director of Emergency Management manages the business continuity program and supports all efforts to ensure campus preparedness and recovery. The incumbent also provides backup support to the Director, Emergency Management, staffs the emergency operations center during campus emergencies, and provides general coordination and response support.  The Deputy Director of Emergency Management provides public safety education and training in the content areas of emergency preparedness, response and recovery and directly supervises OES student employees.  

The Office of Emergency Services is responsible for developing, implementing and monitoring programs and policies that support emergency preparedness, emergency response, business recovery, and mitigation/prevention programs for the University.  The Office of Emergency Services (OES) encompasses the following offices:  Campus Fire Marshal, Emergency Management, and Business Continuity.

Job Duties
50%: Lead comprehensive deployment of the University UCReady plan. Serve as campus expert and advise campus and departmental leadership on all matters relating to resiliency and business continuity. Conduct outreach, education and marketing to campus staff to support business continuity and emergency preparedness.  Implement campus-wide roll out of continuity planning tool and provide guidance to departments in support of continuity plans.  Assist departments in analyzing processes and identifying critical functions.  Monitor progress of department continuity plan development to achieve 100% department preparedness goal. Represent campus and participate in UC System wide activity related to business continuity. Attend UC System wide meetings and participate in initiatives specific to business continuity programs. 
5%: Assist departments in the use of planning technology including use of web-based planning tools (The UCReady Continuity Planning Tool); troubleshoot and resolve any problems that clients report when using the tool
5%: Design and conduct annual departmental exercises (review of departmental readiness). Facilitate interdepartmental emergency preparedness and continuity planning where applicable. Ensure department compliance with Cal OSHA 3220.
5%: Coordinate the Recovery Function During Campus Emergency Incidents. Assist affected campus units and divisions in identifying resource needs utilizing UCReady plans or other methods.
5%: Staff the Campus Emergency Operations Center (EOC).  Provide staffing support to the EOC Director. Assist with activation and setup of the EOC during emergencies. Assist with the development of campus incident action plans (IAPs). Respond to the EOC during emergency situations
5%: Provide direct technical and program stewardship for the campus Cruz Alert program
5%: Function as the backup for the OES, Emergency Manager, as needed. Participate in system wide conference calls, conferences, and related activities.
5%: Serve as an alternate on-call Emergency Management Duty Officer as defined in the campus Emergency Operations Plan. Represent emergency management in meetings with campus staff.
5%: In partnership with the OES Emergency Manager, assist with the development and implementation of public education and resource events. Engage partnership with relevant campus units to include training for campus units (e.g. campus tour guides and orientation leaders). Coordinate and market the events to the broad campus community. Coordinate annual Safety Day events, Great Shake Out event and other educational outreach initiatives.
5%: Supervise and mentor student employees in the implementation of the public education program. Supervise and mentor student employees in tracking the progress and completion of the UC Ready plans. Create job descriptions and recruit student employees annually.
5%: Perform other duties as assigned in the following areas, including but not limited to: preparation of special reports, technical support, committee and task force service, support the campus Community Emergency Response Team, Emergency Coordinator program and response roles.

Required Qualifications
  • Education: Bachelor's degree in related area and / or equivalent experience / training.
  • Experience in program development.
  • Experience developing and delivering training programs, including public speaking/presentation skills.

  • Political acumen.
  • Familiarity with relational databases.
