Position Summary
Whitworth seeks a Director, Sponsored Programs who can grow and lead the university's external funding portfolio. The ideal candidate will provide leadership for the pursuit of grants and oversight of sponsored programs in alignment with Whitworth's mission and strategic plan. Additionally, the successful candidate will take a strategic approach to institutional efforts to obtain external funding through grants, contracts, and other sources. This position is responsible for the administration and management of the Office of Sponsored Programs ensuring compliance with all federal administrative requirements and costing principles, state regulations, grantor restrictions, and university fiscal policies. To support faculty in writing successful funding proposals, Whitworth has recently entered into a partnership with McAllister & Quinn, a Washington D.C. based firm specializing in strategic grants consulting. The Director collaborates with Whitworth senior administrators and principal investigators and McAllister & Quinn with issues related to externally sponsored research activities and affiliated contractual requirements.

Core Responsibilities
Pre-Award Grant Administration | 25%

  • Research and identify sources of funding and provide information to faculty, staff, and community partners.
  • Collaborate with departments, Research Expansion, and Enhancement for Faculty and Students faculty group to provide coaching on effective grantsmanship.
  • Work with higher education consulting service provider, McAllister & Quinn, and the faculty liaison to identify external funding efforts that align with and further institutional priorities.
  • Assist and advise individual faculty and staff in identification of grant opportunities for their specific research and assist with proposal preparation.
  • Draft letters of support for grant applications from the president or provost for their signatures.
  • Provide guidance for various electronic grant submission systems and maintain registrations.
  • Develop and implement grant writing workshops.
  • Facilitate the development of nominations for external awards such as CASE Professor of the Year, NEH Summer Stipends, Graves Award, and other special projects that may arise.

Post-Award Negotiation and Fiscal/Compliance Administration | 35%
  • Interpret and ensure university compliance with awarding agencies' regulations for post-award activities of sponsored programs.
  • Assist in developing and updating university policies and procedures to coincide with federal requirements.
  • Identify the need for negotiation of intellectual property terms and conditions.
  • Provide guidance on export control and dual-use research of concern (DURC).
  • Review with project director/principal investigator terms and conditions of their award, institutional procedures for managing an award, and their responsibilities under the award.
  • Utilize Expanded Authorities and/or prepare and submit requests to agencies for no-cost extensions, personnel changes, absence of PI, changes in scope, and budget reallocations as allowed by individual funders.
  • Assist in screening potential subcontractors and vendors that will be paid by a grant and conduct a risk assessment before writing the subcontract or engaging with the vendor.
  • Draft subcontracts, memorandum of agreements, and personal services contracts.
  • Provide needed information to ensure faculty contracts are written to reflect time on grants.
  • Supervise the post-award accounting function which includes monthly account updates, level of effort reporting, and monitoring of expenditures and reporting deadlines.
  • Maintain auditable and accessible records of all grant activity for three years beyond the final closure of each grant.

Sponsored Programs Administration | 30%
  • Oversee assigned internal grants and coordinate the administrative and financial aspects of the STEM Summer Research Program, including Responsible Conduct of Research (RCR) training via CITI.
  • Establish policies and operating procedures; monitor and evaluate programmatic and operational effectiveness, and effect changes required for improvement.
  • Maintain a master record of grant submissions and awards, assure institutional capacity for Electronic Research Administration, maintain the Sponsored Programs website, and provide an annual report of grant and Sponsored Programs activities.
  • Maintain a manual for principal investigators.
  • Participate in appropriate external professional development organizations.
  • Collaborate with the Business Office on downloading of federal grant funds and other grant procedures.

Other | 10%
  • Assist with special projects and department events.
  • Other duties as assigned.


Minimum Qualifications | Knowledge, Skills, and Abilities

  • Bachelor's Degree
  • Three (3) years of work experience in grant and contract administration, institutional research or a closely related field.
  • A personal commitment to the Christian faith and to the integration of faith and learning.
  • Demonstrated growth in cultural competence, awareness of societal and structural inequities and proven experience in effectively establishing relationships and positive communications with students and other constituents across multiple dimensions of diversity including, but not limited to, race, gender, varying abilities, nationality, sexual orientation, gender identity, class or religious perspectives.
  • A commitment to the educational mission of Whitworth University as a comprehensive Christian liberal arts university affiliated with the Presbyterian church.
  • Demonstrated leadership, organizational, and management skills.
  • Ability to interact effectively with Office of Sponsored Programs' stakeholders, including administrators, faculty, staff, students, governmental agencies, and other prospective funding sources
  • Understanding of the federal Uniform Guidance 2 CFR Part 200.
  • Familiarity and experience with effective internal controls for compliance.
  • Ability to secure external funding for research, faculty-led projects, and institutional priorities.
  • Strong analytical, critical thinking, project management and decision making skills
  • Ability to apply judgment and make decisions affecting function or procedures in all aspects of the position.
  • Ability to resolve complex problems and issues.
  • Willingness to constantly learn and empathetically teach others about sponsored programs.
  • An active commitment to equitable opportunities for all persons.

PREFERRED QUALIFICATIONS:
  • Master's degree in a related area
  • Experience working in higher education
  • Experience managing a small office
  • Prior professional development from organizations such as the National Council of University Research Administrators.


Position Details
The position reports to the Provost & Executive Vice President and supervises the Assistant Director and Budget Specialist as well as a grant writer.
